It's been a while since I've messed with this, but if I remember correctly, it is offline. The reason it's so small, is because Adobe Air is downloaded on the device separately, rather than being included in Scratch itself as it is for desktops.

I don't know if this has already been stated, but I have an iOS developer account. I don't even have any apps on the App Store yet. I just got the developer account to test the iOS betas before they were released. If this hasn't been resolved yet, I wouldn't mind loaning out my account to have this uploaded to the App Store.

It's not the jail breaking that makes it vulnerable, only the extension you install. If you jb ONLY to install scratch 2.0, they you'll be fine. (Just clarifying to people who only own iPads)
