The ST are making a HTML5 version for mobile devices, but with no development in over half a year, it's better to modify it or pixie.

Yeah, and:

As for whether it is rejected or not - it may have been at one time. But times change and I know that our developers are currently working on tablet versions of Scratch. So I'll close this as an accepted suggestion.

I agree. However, it cannot be in app form, since coding apps are as of now banned by Apple.

The ST are were making a HTML5 player that only plays projects. You won't be able to use the editor, it'll just be a player.

I don't know… Maybe apple banns apps that interpret complicated code… Maybe scratch is one of those on the list…

Or Scratch Jr. is on the basic list so its fine…

I think it bans apps that publish code.

Actually, there are numerous apps for programming such as Codea, Hopscotch, Tynker, Pythonista, even Pyonkee which runs Scratch 1.4… however, some require money, and some don't work great.
I think that the problem lies not in programming itself, but importing and thus running programs from somewhere else (see https://developer.apple.com/app-store/review/guidelines/#functionality - “apps that install or launch other executable code will be rejected”). If that's true it means we'd only be able to make new projects, and not play or edit existing ones. Thanks Apple for disallowing Flash, and then disallowing a way to make iPads and iPhone slightly more useful!
Actually, this problem could be avoided if the HTML5 version was actually being made, as I don't think Apple's that mean to disallow HTML5. Wouldn't work without internet though, so there's that…

Well, to use scratch on iOS, you need Adobe flash. iPads and iPhones do not support adobe flash, so it's not really Scratch's fault. A while ago I realized that the website http://phosphorus.github.io/ turns projects into JavaScript to make them run faster, and iPads can run JavaScript without Adobe flash, so you can view projects with iPads, but you can't work out them or “See Inside”
