Servers - ping and stuff

Given a thought I had, here's the question.

In what way could you manager a server, or multiple servers, in which you can have multiple countries with a similar, low ping so that a chat system wouldn't lag behind others based on where they are located.

One way I could think is having clients connect via geocast such that the ping to the closest node is super fast, then having the servers themselves being on super fast connections so they can route messages between each others faster than the client could connecting to the far node directly.

However I'm not sure exactly what the question is asking. Do you want all clients to get messages at the same time, or all clients to get messages as fast as possible?
