What is a "Scratcher?"
A scratcher is basically a rank up from the New Scratcher status.
As a full scratcher, you get these permissions that New Scratchers don't get:
Can use cloud data.
Have the 60 second rule instead of 120 second rule (for the forums)
Can close your own forum topics.
Can edit your own forum posts/topics.
No restrictions on comments (they still have to follow the Community Guidelines, though!)
The pop up that keeps telling you to be constructive (when you make a comment) gets removed.
Congratulations on getting your full scratcher status.
