How do you make friends on Scratch?

The same way ye make friends in real life… but just without sharin' any personal info, 'cause this be the internet, where ye will never truly know who be behind an account.

Go to studios and find projects with the same interests of you.
Talk around in the comments, and you might make a friend!

start with playing one of their projects or saying hi and introduce yourself, you can follow them if you like their project. comment and say hi to them every day and participating or ask to participate in stuff they do, eventually you will become friends

You might wanna consider joining the big 3 chatrooms (Grifftopia or WBC when it's closed, Gaehive, and DBD). Not sure if you know about them but yeah.
