Not really

All that may need to be limited are window APIs, eval, and the total number of iterations. That still leaves a lot of room to take advantage of things that aren't possible in plain Scratch, like things regarding math and arrays

Or it could optionally run unsandboxed at the user's risk

Take a lesson from TurboWarp and just put it all below the project player itself, and then you can have any screen ratio (or resolution) you want.

I think (the official) Scratch 4.0 will come out next year, so why already create an unofficial website?

Scratch 4.0 is only planned to start being developed next year. Scratch 1.0 took 4 years to develop, Scratch 2.0 took 2 years, and Scratch 3.0 took 2 3 years. It's likely that Scratch 4.0 will be released around 2027, approx. 2 years after development starts.

Scratch 3.0 took about 3 years (it became known to the community in 2016).

Anyways, there's major updates that need to happen to 3.0, and ST members have stated that while it would be a large enough update that it might warrant a new version, it might just be another version of 3.0.

Fan Made Scratch 4.0

if we want to start again, we could, and I have a different idea that I was told a thousand times and never listened lol. we could just take scratch and modify it, without having to start over like we did with our old website. I don't really know anything about licensing and copyright, so if anyone possibly knew any legal barriers about doing that, that would be cool. I don't think there is, but it is better to be safe then sorry. Since we are starting fresh without a already developed fan-base or age group, we could look at TOLORS and maybe add some ideas to our fanmade.

Scratch 3.0 is currently licensed under AGPL 3.0, which basically means that you have to provide the source code to your users (and allow them to modify it, free of charge- although they can pay a fee for the product itself), you have to give credit to the creator(s), and derivative works (remixes) must be licensed user the same license.

So yes, you can modify Scratch, as long as you follow that license.

That's probably a bad idea, and one of the reasons you aren't allowed to mention browser extensions.
