From what I recall, the gameplay was much like standard Mario platforming fare except there was also an underground upgrades area where you could buy cosmetic changes and (possibly) cheats. It was also made in Game Maker and was on the section of Mario fangames before YoYo Games moved on from that.

On top of that, I think the graphics were a cross between the 8-bit and 16-bit Mario games and at least a few of the cosmetic upgrades were based on the official games too. I'm scoping out for this one currently, still drop me a post if you think you have it though.

There's also another one I lost a while ago, but I think I might have found it. If it doesn't turn out to be the game I have in mind, I'll post here too.
