Yeah there was one way I did it i dont know if it qualifies as luck based but you can use the pick randoms and give all options an equal chance and others a bigger chance. For example:
SET answer to pick random 1 to 2
If answer equals 1
SET answer to yes
If answer equals 2
SET answer to no
Or something like that

Im not quite sure that is what they meant, I could be wrong tho.

A true luck-based system could be done by a weighted chance system.
