Wayback Machine probably has it archived. But it wouldn't work directly on the website. I accessed it using the currently undisclosed scratchr2 trick, but the page isn't working, reading:

You can still Download Scratch and make projects.“

The page on uploads.scratch.mit.edu isn't working either, but this time the first line reads: ”The Scratch Team is making some changes to the website." instead. Even though it doesn't appear any maintenance is happening right now.

It's probably successfully fetching a newer archive from the Wayback Machine- after all, it's likely programmed to get the latest news.
