Block & Report System
Well, on most sites you can unblock. And since this reports the person as well, what happens if user1 realizes that they shouldn't have said that, and goes to user2's profile to say sorry, and they make up. user2 unblocks user1 and they're friends. (not suggesting adding friends here) But, the ST might not know that. They'll just see the report and BOOM! user1 is now tempbanned or even permabanned. What happens to the report in an unblock?

If I break someone's plate then say sorry, the plate's still broken. Whatever user1 did to deserve that ban you mention still happened and the Scratch Team clearly would've decided that a ban was the best option based on the evidence they saw. I doubt they don't check for context either before making the decision
If user1 was spamming, then it's possible that user2 blocking them was the only way to stop constant notifications immediately.

(#660)I'm speaking from personal experience herethe ST shouldn't automatically unblock someone if they don't think the reason is good enough, it could be a deep personal issue that's barely noticeable on Scratch but is extremely obvious elsewhere, like for example if someone harassed a user off site and then acted normal here as a subtle way to continue the harassment without getting in trouble
That could happen, but it probably wouldn't. The odds of someone harassing a user offsite then acting fine here are pretty low.
Besides, scratch has banned people on site for making fun of people offsite. They tracked down the creators of the crummy scratchers wiki and banned them. I don't see why they couldn't do that in this case.
My point still stands that if Scratch didn't immediately unblock the accounts that got reported with no good reason, people would just use this to block people while also false reporting. A rare case of offsite bullying doesn't change that.

Could you be able to unblock though? Personally, when I report someone I don't usually have a strong urge to never them again (unless it's a spam bot), but if it's a hijacked account that's spamming, I'd probably block and report. But if the user managed to get their account back I'd probably want to unblock them.

I know blocking users is rejected, but this could be a potential solution. Please read the entire post before responding, I'm curious to see what people think of this.

I really like this a lot, how ever i do understand what the people above are concerned about.

Blocking systems are mandated by the EU's Digital Services Act, as I discuss here. We really need something like this. Here's my suggestion:
The blocking could work similarly to other platforms, where a blocked user cannot see your account, or remix or comment on your projects, but can see your projects and interact in studios, if necessary.

If any of scratch team saw the state of multiple circles of scratch during covid this would have been implemented years ago.
