Scratch has no control over that. It has been banned by the Chinese government. The ban was because they listed Taiwan and Hong Kong as separate countries and didn't take down projects criticizing China. Unless they conform to these restrictions, it won't be unbanned.

Please be aware that moderating Scratch at Scratch Team is an actual real world paid job because it is actual work (and not an easy one) and you must be able to do it.
