Dude. The first page of the forums is cluttered with links, a welcoming popup wouldn't tell them all the rules, just give them the basic rundowns. I'm KOTP. Don't know why im bragging.

new scratchers deserve to feel more comfortable in this site, and have a better understanding of it. putting a welcoming note when they are allowed to post in the forums would do just that.

oh yeah, and i think that there should also be better welcoming when they make an account, not just “welcome to scratch, please confirm your email address”.

It would help new forumers feel more welcome and introduce a little forum ettiquite.
There could also be links to like the new scratchers forum if they are a new scratcher or whatnot.

i think it would also be a good idea to put some helpful links like the signature edit page and some must-read stickies

I get it, mistakes can help you learn new things, but the forums can be a bit confusing for new scratchers (unless they've used a similar forum site before). It wouldn't be bad to have a basic rundown for scratchers who are new to the foruming community.
