It's still safe. ST does an excellent job keeping the site clear of spammers and has disabled some of the things that caused the explore page incidents.

Scratch is used by people from all backgrounds, in all countries around the world, in all types of settings – homes, schools, libraries, museums, and more. Scratch is designed especially for young people ages 8 to 16, but people of all ages create and share with Scratch. Younger children may want to try ScratchJr, a simplified version of Scratch designed for ages 5 to 7.

but anyways, the ST is still doing a great job in moderating imo. you probably won't see any inappropriate projects unless you try too hard.

Any platform accessible in the internet is susceptible to incidents like that. It's impossible to completely prevent them from happening, but ST is doing their best to strengthen their moderation.

Scratch is designed for kids. MAYBE occasionally, you might see some content that, isn't kid-friendly, but if you're careful, and listen to the warnings the project has it's rare.
