I saw someone's link get removed because it was a website that had private messaging, but I'm trying to understand how far this goes. Does it just apply to apps/websites that are made specifically for chatting (like a certain service which starts with a D), or if it literally has the function at all? For example, I was telling someone that a game we were talking about was available on Steam, which happens to have a private chat function— we weren't exchanging account names though. I've never heard of a bad actor's go-to app being Steam, anyways. I know people on Scratch like to exchange their Roblox account names, and Roblox has DMs, which is (poorly) moderated (and also within Roblox, they could then ask the user for their account name on another chatting site).

Any website with the function at all (and websites with less strict moderation than Scratch in general) applies. People exchanging Roblox names can be reported. You can also report people for just saying the name of their youtube channel (I've had friends get banned for that before). Not all of the names are in the filterbot though, which is why some people get around it.

To be safe, just dont mention ANY website with private chat/DMs.

You can talk about Roblox and (If I were to guess) Steam… Sharing your username would be different though
