This is no longer about support or not. This has to be implemented no matter if someone disagrees.
This is a very critical issue to be solved and it's non-negotiable. Scratch can be sued if they don't provide an easy way for banned users to download all their projects.
Why?
The GDPR european law states that every user in a platform has the right to data portability, which means they can request a document with all the information they provided to the platform, and this platform is forced to do so. If they don't, they can be punished by the law and pay expensive lawsuits.
Scratch Projects count as user information without exceptions, because they have been provided by the user, “All information provided by the user counts as information” as stated by europe themselves. Some unshared projects could contain addresses, pictures of the user's face or other things.
Why could Scratch Projects be considered personal information?
I'll repeat it againt: “All information provided by the user counts as information”. This includes Scratch Projects. They are files a user is sending to Scratch and that counts as information because of the contents it may have. For example, if you created a project that has all your passwords to platforms because you can't remember (please don't do this), this is clearly storing information and you have every right to export it, at least in Europe.
How?
A banned user should either have a button to request all their user information + a zip folder of all their projects, or be able to do this via email as it's currently done, but including the projects.
What happens if it's not implemented?
If this isn't implemented, the best case scenario is that nothing happens. But the worst case is this: an angry european adult with access to legal resources could do serious harm to Scratch by creating a case against them, because Scratch is refusing to send a document with all the personal information the banned user has sent. As i said, this isn't about not supporting or supporting it, but a critical thing that every platform has and this one should have, because currently, not having it is illegal. The fact the discussed information belongs to people who are often under the age of 18 only makes this look worse for Scratch. If Scratch is sued for this, the european union is capable of banning Scratch from european countries until they implement this or even fine them with up to 20 Million Euros, because of a violation of the GDPR law, just like they did multiple times with other websites and platforms for similar reasons. The only reason it hasn't happened yet is because banned users are often minors without access to legal resources, or don't know they can clearly do this. Multiple banned users could collaborate to create a Class Action Lawsuit if Scratch doesn't allow them to get their projects.
However, this is only the worst case, and if someone really decided to sue the ST for this, the punishment would surely not be as severe, but there will be one.
The law does not care about how users are punished, and if their rights are violated, action will be taken. The Scratch Team needs to inmediately provide a way for banned users to download their projects, even if it's just requesting it via email, but they can't refuse when asked.

60% support, if the projects were the reason they got banned then no, but another reason then full support.

A bit flawed. Any projects that were previously banned or set to NFE(not for everyone) shouldnt be available for download.

support. people constantly get banned due to impersonation and mass reporting, so st should at least let us save things before we get banned

To Be Honest, and According to Ethical Considerations, The ST could bring a showdown to the Banned Scratchers, as the Banned Scratchers can still last.
Strengths: For the ST, the banned scratchers were doubting sue you, because they received what they have done to look like they can still manipulate others, and at last they will receive what they want,
For the Banned Scratchers, you can try to login back to Scratch.
Limitations: If the Banned Scratchers really sue the ST for being so reckless, then it will not work at all. The Banned Scratchers didn’t realize they have locked themselves inside.
