I also suggest that users be able to report their own comments.
For example, let's say you accidentally typed a bad word in a comment on someone else's project (by misspelling something else). If somebody else saw it, they might report it as you saying a bad word. But if you could report it first, you could explain that you typed in the wrong word.

But wouldn't that let anyone delete comments when they feel like it?

^A reason for reporting a comment isn't really necessary. The moderator should be able to determine what is inappropriate about a comment by reading it.^^
Also, an alert is usually bad.

no support because comments aren't as important as projects, which you need a reason for reporting.

Support for the following reason below:
(Same example as my duplicate topic which is newer but topic is now closed): Let's say that someone translated the lyrics of a copyrighted song to French using Google Translate and then to Croatian using Microsoft Translate, then translated it to Braille. If you just reported without a reason, the ST would keep it up and might give you an alert. However, if you put a reason such as:
"The content inside the Braille can be translated back to some text in the Croatian language, which can then be used to translate to French using Microsoft Translate, then to English using Google Translate. It should create an exact match of the lyrics of the copyrighted song. The link to the copyrighted song is available at https://example.com/copyrighted-song.htm and the license for the song is available at https://example.com/copyrighted-song.htm#license, a section of the same page."

Bump because I recently thought of this.
Sometimes comments don't look especially inappropriate without context. I don't think the Scratch Team is caught up with every single slang, meme, and pop culture reference possible.
There's also the cases of stuff written in codes (morse, backwards alphabet, numbers, etc.) that might be overlooked.
One last example is if (pretend meow is a curse word or slur)
