Sometimes Scratch puts funny or new things in the editor/website for April Fools, like cat blocks. I haven't seen them this year. Are they coming tomorrow or not this year? Will they be returning in future years?

In the past, they've done stuff on March 31st (EST), but apparently not this year, so we'll have to wait until tomorrow. There weren't any changes to the editor last year, so we'll have to see.

i hate to be a negative person but telling by how they didn’t do anything for the editor last year, i doubt anything will happen this year
though we still have tomorrow for things to happen, but i doubt anything will happen

I guess according to EST timings.

in the past, Scratch's timing for April Fools changes has been “is it AFD in any timezone?” so parts of March 31st and April 2nd would be included. i assume there just isn't anything this year.

there’s some stuff that happens automatically, like semicolons on the pages, but otherwise i dont see any indication in the open source repos for new april fools stuff. the scratch team also has a switch they can flip on the backend which turns on some more april fools stuff (like the mascot comment bots and maybe some editor stuff), but we dont know if they’ll flip it. either way, i dont think they’re doing anything new this year (or they’ve been remarkably good at hiding it so far!)

They added a hand that makes the meow sound I think

apparently when you scroll down theres a blue bar and if you go to the bottom left corner you can find something

Do you have any extensions? There's one that added them last year, so that extension might've added the banners this year too
Edit: Yeah it is that extension. I can't see the banners without inspect element though because it goes below my navbar
