There are a few ways:
On the Wiki, people trying to include specific examples of users and then the mentioned users getting angry about it
On Scratch, off the Wiki, making the term more popular and leading to accusations of being Scratch police users

1, you really need to explain a bit more on how stuff will lead to flame wars.

2, essa likely will not get a page because he is a troll and wants reactions out of people, so a page on the wiki will get more people worried about him (even though the only thing you need to worry about is if your password is good enough and not to click onto offsite links) which would encourage him to continue to troll more

Things lead to flame wars because there's not a lot of solid information, and different people likely have different viewpoints.
