Especially if you wrote something more than 400 characters.

I think the “Cancel” button is mainly intended for replying to a comment, as cancelling a reply removes the text box entirely. For normal comments, it's more of a convenience than anything.

You can also highlight the text and press backspace, but I think the cancel button is faster because you don't have to highlight the entire thing… unless you highlight the entire thing faster than the speed of light and hit backspace the same instant the entire comment is finally highlighted.

It is intended if you were about to post the comment but you change your mind to not comment so you don't have to highlight+backspace the entire thing.

I don't know. On my end, what I expected, it cleared everything, even when I posted over 2000 characters.
I have a feeling it's a server issue or the button not being pressed, but the latter one is way more likely.

The camel button exists because you might want to go to egypt and order camels there
