The Scratch Team have not officially announced a Scratch 4.0 update.
While there have been mentions of it in a job description, no release date has been revealed.

Q: When will 4.0 come out?
A: According to a page explaining the the site that explains Scratch's plans to people interested in working for Scratch as a senior back-end engineer, interested in a development of Scratch 4.0 will begin to be prioritized in 2025. However, no actual release date was given. Note that this wasn't an official announcement. Things may be subject to change, and 4.0 may not happen for a while (or ever).

As of this post, the page that explained that 4.0 will be prioritized soon is not allowed to be linked on Scratch due to it sharing a contact form. However, it is an official Scratch Foundation website.

Scratch 4.0 has just begun it's development.
It's not gonna come anytime soon

No way it’s 2026, as a reminder, 3.0 took like 3 or 4 years to make, no way scratch will cook up a new version within a year

Yeah, I haven't heard of any plans to move to 4.0 - we still have a lot of work to do on 3.0!

Though it might be possible they are working on Scratch 4.0, as they are working on huge features though it would not be soon as all of the 2.0 pages have to be updated to the 3.0 style.

The huge features could also be added to 3.0 only.

That post is from 2022. Indeed, before 2024, Scratch 4.0 was definitively not planned.
Since then, however, a job listing was posted on the Scratch Foundation website that listed the development of Scratch 4.0 as one of three “strategic priorities” for 2025.

The current status of Scratch 4.0 is unknown, as subsequent job listings do not mention it at all; its section now simply reads “maintaining and innovating the Scratch platform.” The Scratch Team has not given any information beyond this.

We don't even know if Scratch 4.0 is still planned. It's entirely possible that they decided to refocus on the current version, implementing new features into Scratch 3.0 rather than creating an entire new version of Scratch.
