Definitely should happen. This type of comment happens a LOT on featured projects, but I think that the difference between spam and being innapropriate would confuse new scratchers, so they should just type a reason why it is spam or innapropriate.

Bump! ST, this is getting lots of support! I'd hate to see a good topic go to waste!

fixedI support!! However, the block can sometimes not be fair. If the scratcher is new, he/she most likely does not know what spamming is. What would be better is that the scratcher FIRST gets the admin message, THEN a ban if he/she does not stop spamming. Banning a new scratcher who knows nothing about the rules can be a little unfair. But the flagging options…. I support!Fixed.
hardmath and easymath, we've all heard the storyShould I point out that you mistyped my username?Whoops. I got confused with two other usernames that are strikingly similar to yours. Fixed it.

One last bump! Even if the ST read this I'd appreciate if they'd give some feedback!

what exactly is the effect of splitting the two? isn't it easier (and important) to teach people that “report” is supposed to be used for spam and for things that are inappropriate? it seems redundant. the only reason to split the two is if “spam” and “inappropriate” behaved in different ways (which they won't since the ST often gives personalized feedback to users and often tries to understand the nuances of an issue).

Spam is spam.
Spam doesn't have to be mean to be reported. And I'm not just talking about “check out my project…” comments; some are just random garbled text that gets annoying…
Besides, I wouldn't want to chance my account on a bad flag. That's why I'd like to have distinct options when it comes to flagging comments.

they don't shut down accounts because you made an honest mistake. it is clear when the mistake is honest. if not, you can always contact them.what exactly is the effect of splitting the two? isn't it easier (and important) to teach people that “report” is supposed to be used for spam and for things that are inappropriate? it seems redundant. the only reason to split the two is if “spam” and “inappropriate” behaved in different ways (which they won't since the ST often gives personalized feedback to users and often tries to understand the nuances of an issue).Comments that are mean and disrespectful are reported as inappropriate. Once, I flagged a project because the characters said, “eat my balls”, it shocked me, so I flagged it, and I had a reply that, if I flagged projects for nothing, I will be banned from Scratch, It shocked me, because I had no chance to give my reasons.

I support this, but keep in mind the Scratch Team likes to make sure things are not confusing to New Scratchers. So, this might not make it into Scratch.
But, again, I support.

like i said in the post you quoted, you can always contact them to explain.
I got this kind of alert today and there is no way I can explain to ST why I reported a comment and get removed from the almost blocked list. The comment I reported was just garbage characters (looking like line noise) and I interpreted the comment as he/she was saying that my project was garbage or that it possibly was some sort of inappropriate code. That was before I knew, by reading this thread, that typing garbled characters is a way to spam.
