Someone please tell me how to make hacked blocks on scratch

We can’t really tell you here, as that’d possibly be breaking 4.4 of the Terms of Use.

Depends. Some blocks you can download from turbowarp and upload to scratch that will work (I actually have a project on this), others you can make yourself (someone fill me in on the %15 red block thingy)

An easy way to get hacked blocks (not they won’t always work) is to find a project with them, and remix/backpack the blocks

Actually we can, we just can't upload projects with hacked blocks in it, if you obtained those hacked blocks through JSON hacking or something similar.

Although that rule isn't enforced as much.

you can type two colons ( :: ) followed by either a category name (motion, looks, extension, etc) or a hex code (like #FF0000)

AFAIK this rule is only enforced if it's being used to make “shadowed” or invisible code, something that could crash your web browser (you don't even need hacks for that anyway), or something similarly made with bad intent.
