If you are referring to cloud servers, there is not date when it will be fixed. It will most likely be eventually fixed but there is nothing we can do but wait.

can I be sure the search bar will be fixed, in which there will be no issues such as only select keywords showing results and the search won't break again

I'm not sure. Search is partially broken, so you can still see projects, just the search is slower now. can I be sure the search bar will be fixed, in which there will be no issues such as only select keywords showing results and the search won't break again

No- because eventually the servers will break again at some point for some reason (or crumble into dust, whichever happens first). Either way, you can't guarantee the uptime of Scratch's servers, or the functionality of any part of Scratch.

“Permanently” isn't a great word to use in this situation because the ST can't completely guarantee anything technological about the Scratch website because technical difficulties can come out of nowhere. To respond to the question exactly as it was asked, no, you can't be completely sure.
