IP bans, or any bans at all are rare. Usually, an IP ban occurs when two accounts using the same IP address are banned.

to add, you can also get ip banned from ban evading too much (technically not really an ip ban since you can see 2.0 pages, but you can't comment or share projects like one)how does lP ban works on scratch and what are reasons that could get IP ban?

An IP ban can occur for several reasons.
If the user did something very bad they may be IP banned to prevent them from using any alts.
If the user tried to bypass a ban several times they may be IP banned to prevent them using alts.
An IP ban works by not allowing that IP (which is either a network or device) to connect to scratch.

If the user did something very bad they may be IP banned to prevent them from using any alts.
If the user tried to bypass a ban several times they may be IP banned to prevent them using alts.
An IP ban works by not allowing that IP (which is either a network or device) to connect to scratch.

To go more in depth, every device that accesses a network has a specified “IP address.”
Think of it as like an address like your home address, but for your computer. Like your home address, they contain information about you and the approximate location of your device. Websites can access your IP address, so try not to share it with people and stay off of shady sites as some can be disguised as IP grabbers.
You can hide your IP address by using a VPN. A VPN (virtual private network) tricks the network into thinking that your IP address is all the way across the world - or - wherever you set the server to be. Using a VPN every single time you use the internet probably isn't the wisest idea - VPNs tend to slow down pages.
An IP ban works (like said above) by blocking your IP address to connect to Scratch. IPs can be the same for people in the same building, so IP bans will affect everyone in the building. (It's usually why you can't edit on Wikipedia at your school until 2028)
