As far as I know, sending someone the link to the Never Gonna Give You Up music video isn't against Scratch's policies (as the song and video are scratch-appropriate), so long as the way in which you enact a bait and switch doesn't violate the community guidelines (such as telling users that they'll get free robux by clicking the link to said video, or trying to fearmonger other users into being rickrolled- Simply saying “look at this cat video” and linking the rickroll video shouldn't be a problem, though).

On the forums, the way you bait the user has to be related. Otherwise, it's not just a joke. It's spam.
