You can't log in or create accounts from the offline editor.

How do I create an account on the Scratch app ?
Yes. You can save those projects as a .sb3 file, and load them onto the website to share. However, the Scratch App does not allow you to share your projects without loading them onto the website, or create accounts.You can't log in or create accounts from the offline editor.Oh but you can still make projects !

You don't have an ability to have an account. Perhaps you can still make projects. You can use the app anywhere, even without internet.
