I honestly doubt it.
The bill itself defines “social media” as:

I'm also not really certain how much this act will do, even if it is signed into law- COPPA forbids the sale of kids' personal info, and what do social media companies do about it? Add a thing while you're signing up to select your age and never verify that. They can just keep doing that and claiming that they're doing their best with their millions of users.

(i) is directed to consumers;
(ii) collects personal data;
(iii) primarily derives revenue from advertising or the sale of personal data; and
(iv) as its primary function provides a community forum for user-generated content, including messages, videos, and audio files among users where such content is primarily intended for viewing, resharing, or platform-enabled distributed social endorsement or comment.
(B) LIMITATION.—The term “social medial platform” does not include a platform that, as its primary function for consumers, provides or facilitates any of the following:

(viii) Educational information, experiences, training, or instruction provided to build knowledge, skills, or a craft, district-sanctioned or school-sanctioned learning management systems and school information systems for the purposes of schools conveying content related to the education of students, or services on behalf of or in support of an elementary school or secondary school, as such terms are defined in section 8101 of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 7801).

Let's actually see some of the bill before we guess.
As we can see here under definitions…
These two (b(4) & b(5) seems to apply atleast - You can collab by remixing, and you're not altering anyone that isn't on that collab's version - So I'd argue it counts.) apply.
We can argue that since Scratch literally allows you to make and play games or similar, we can tick that off the list.
That's 2 that basically means Scratch wouldn't be countable as a social media.
And down 3 points:
Unless my legalese is horrifyingly bad, Scratch meets points b(4, 5, 8).
There is no personalization on this site, so we can scratch a lot of this article out.
I don't exactly have a good amount of sleep right now so I can't go over most of it as I'd likely start to misunderstand a lot of part.

you know how i feel about CIPA?
i feel like that about COPPA as well. ruining 13/18th of someones childhood is not very good.

(#5)I wouldn't say it's ruining. It's not good for people under 13 to be on these sites. Also, 13/18 isn't correct.

i feel like that about COPPA as well. ruining 13/18th of someones childhood is not very good.
You can use the site as soon as you're 13. So it's actually 12/18 (2/3). However, no one has an urge for these sites until let's say at least 9. So really just 3/18 or 1/6 of someones childhood. Even further it's still super dramatic to say it's ruining childhoods.

(#8)In this case, ChatGPT may have misinformed you; Scratch doesn't need to comply with COPPA, since the Scratch Foundation is non-profit.
