It may or may not be in development (although due to recent bugs I kinda doubt it), and it isn't really possible to tell when it will be released.

There was a PDF on the “Jobs” page of Scratch that discussed the development of 4.0. Even though it did state that development will start in 2025, it seems that they still have bugs to fix on the current website and are looking for more positions, so it's likely that it's been postponed.

It was also stated by @cheddargirl* I believe that 4.0 will likely just be a mass update to 3.0, rather than a completely new version.

Keep in mind this doesn't mean that it will come out in 2025.

Scratch 4.0 is supposed to start development in 2025, but its release date is still a mystery.
