what is the RED BLOCK?
It’s a glitched block that looks like a hat and cap, and it’s unusable. Here’s how to get it:
Search up %15 in the search bar.
You’ll notice a weird-rectangle looking thingy. Copy it.
Go to the Scratch Project Editor.
Click on My Blocks on the very left side of the screen.
Make a new block.
Paste the symbol.
Press OK.
A weird looking red block appears in your screen. It’s a hat and cap, and has no text.
Search up %15 in the search bar.
You’ll notice a weird-rectangle looking thingy. Copy it.
Go to the Scratch Project Editor.
Click on My Blocks on the very left side of the screen.
Make a new block.
Paste the symbol.
Press OK.
A weird looking red block appears in your screen. It’s a hat and cap, and has no text.

There are some blocks that were added to Scratch, and were either never put in the block pallet or removed from it, but due to some projects still using them, they still exist. There's a list on the wiki

Edit: Oh I thought you were referring to the 2.0 colors LOL since I counted the custom blocks in 3.0 as pink, and not as red.
Also, I think that this person is talking about the red hat block that appears in 3.0 (it was a placeholder block from what I remember)

It's basically a placeholder for blocks that don't exist. Certain whitespace characters, such as %15, have been known to create it.
