No one knows, and that's on purpose.

The Scratch Team wouldn't want people knowing exactly how many reports it takes to get someone banned, because trolls would use that information to get everyone banned.

The amount of reports also changes sometimes.

Mass-reported content, contrary to popular belief, is placed under a review queue.

Everybody doesn't know about this. If many reports are on the project, they will be temporalily unshared so that the Scratch Team can review the reports. They will somehow reshare the project or either confirm the censor.
