Can there be multi-people accounts?

they're only allowed if it's shard with you immediate family member's or your using the some device or else it would not be okay to share the account

It is. In some cases.

Feel free to share an account with your mum, your dad, your sister, your brother, or your spouse. Cousins, aunts, uncles and grandparents might be allowed if they live with you.

Rule of thumb is only share an account with someone that lives with you- that excludes friends that live with you in a metaphorical house of fun and humour

Scratch Wiki I have no idea who wrote this and am to lazy to put their user wrote:

This postexplains why the Scratch Team disallows Collaboration Accounts. While such accounts can be quite helpful, they often pose many issues, especially pertaining to moderation.

There is no official record of who did what on a collaboration account, and the Scratch Team does not hold any backup versions of projects, making the owner of the account liable for any changes that were made, whether it would be on the account or a project. There is also the risk of sharing contact information. Another user with access to the account can go into the Account Settings and see the owner's email.

The Scratch Team cannot know who is using the account at any given time. Therefore, the entire account is banned when it is used to break the Community Guidelines, bringing the possibility of accidentally blocking uninvolved users.
