Yes, this topic is stickied, and so is “Search is broken”.
Sometimes “Search is broken” ends up above this topic, meaning this topic needs to be bumped.
My suggestion would eliminate the need for that constant bumping.

a moderator can sticky a topic if it is found useful and if there is either permission (either from ST or previous owner), or if the sticky is designed for temporary usage (the mods don't care if it becomes more permanent though)
