I've heard mixed information and am just a little confused. Are you allowed to post links to certain websites (like Turbowarp etc) and not others or is it just not allowed?

Turbowarp is allowed.
Mentioning browser extensions aren't allowed.
Any website that can violate the CGs isn't allowed. For example, a link to a YouTube profile would only be allowed if the content would be inappropriate for Scratch. Anything with chatting isn't usually allowed.

Summary: If its appropriate for Scratch, it's allowed.

That's what they all say, but I got an alert for posting a link to HyperNotepad so I could share some shop templates with someone else. The notepad in question didn't contain anything that went against the CGs, so I'd be extra careful when you post links to external sites.

The only thing you could do on that site was make your own notepad. The only way to see others would be to get the link from it's owner.
