1. Meaning remains. If someone says ‘You ####!’ you can tell it's a swear word, so it's still offensive.
2. Sound inside comments? Sound inside text?
3. Swear words can be guessed. If ‘book’ was a bad word, and someone says, ‘You’re like that thing people open up and read! A ####!' It's very easy to tell that the swear word was ‘book’, even if it was removed
4. Mutes are punishment for trying to do bad things, and it allows you to reflect on your actions. Why should a user be given the opportunity to send the comment, avoid punishment, and let the meaning affect a person?

Additionally, tags tell you the number of letters, making it even easier to decode a bad message.

A word, or phrase that is not considered appropriate on Scratch, an alternative spelling, format, or language would not be considered appropriate either. Thanks!
