When browsing the forums I saw a user saying that there was a community handbook link on the CGs. I didn't recall seeing something like that, so I decided to check. And oh, what a surprise that was.

It was colourful, illustrated, and the text was bigger (easier to read). It's great, but when did it change, and why? Is this part of the 3.0-ifying of things? Like how Scratchblocks are updated, Debug is a thing, etc.

Where is the community handbook that has the lesser-known rules? I was told that there was a community handbook in the community guidelines that listed the rules announced in the forums, but I can't find one.

That refers to the Scratch Community Guide, which you can find linked at the bottom of the new Community Guidelines page.

The guide explains what Scratch is, how to use it, various ways to engage with the community, and digital citizenship (i.e. the Community Guidelines themselves). Throughout the guide, various additional rules and guidelines are explained that don't appear on the main list.
