Nope.

Apple discontinued support for iOS 9 (.x.x) some time ago- and you can't update to a newer version. They do this every once in a while, I suspect because trying to remain compatible with old device architecture is difficult.

of course you could always jailbreak your iPad

You might not be able to depending on what iPad you are on, though you could jailbreak it (also, make sure not to activation lock it), or change to iOS 8 to make it faster.

You can't.

iOS/iPadOS upgrades and downgrades are a one-way road- Apple chooses if your device will be updated or downgraded.

Unless you jailbreak it.

Normally apple only lets you run apps they've verified. These apps also don't have full control over the device, ie. you can't make an app that changes how the homescreen works. Jailbreaking is when you find a way to get around these restrictions, which lets you do things apple doesn't like (such as downgrading or upgrading to an unsupported version, although this has a high chance of not working).

This page has a list of jailbreaks based on your iOS version and ipad model. If you don't have a PC, look for an “untethered” jailbreak.
