Is scratch app going to be compatible with IPad?
That depends on a number of factors.
The existing Scratch App on the App Store, however, is not compatible with iPads at all.
All the offline editor really is is the online editor but it comes with its own web browser, more or less. The ST doesn't make that web browser, instead they use a popular technology for this purpose, called Electorn, which is basically Google Chrome but minus the browser GUI, Google branding, a few unnecessary features, and lets you have control over what webpages are being viewed.
Electron does not support building for iOS/iPadOS.
But the thing is, Apple provides their own webpage viewer, called WebKit. This is also the technology behind Safari, but apps are allowed to select specific webpages to be viewed, and these can be packaged with WebKit in iOS/iPadOS. So it's possible that the ST, at some point in the future, will create a version of the offline editor of iOS/iPadOS.
In the meantime, you can just use the online editor- which is more up-to-date than most versions of the offline editor.

To my understanding, the issue isn't (only) compatibility but that Apple is paranoid that someone would code a virus in Scratch or something, and wouldn't let them put it on the App Store.
I know, it's pretty stupid because you literally can't do anything malicious in Scratch by the very nature of how sandboxed it is… I think that's the right word
So go bug Apple about this, because I'm pretty sure that the Scratch Team can't actually do anything in this regard.

That was an old policy that Apple has since both redacted and violated themselves. To my understanding, the issue isn't (only) compatibility but that Apple is paranoid that someone would code a virus in Scratch or something, and wouldn't let them put it on the App Store.

It no longer applies.

Oh, well that's good to know at least! That was an old policy that Apple has since both redacted and violated themselves.
It no longer applies.
