Edit: I see the issue. If you scroll down more, there is a heading that says “other versions” and it theoretically links to an MSI. Haven't tested because I'm on mobile. (Here's the direct download link which should theoretically work)

Did you try going back to the download page after downloading the starter projects (that guy suggested that because the starter projects are found on a download.scratch.mit.edu, so if you read what was stated above, then you would understand).
