When people mass report something, the bot takes it down because it has a lot of reports.

If there's nothing that breaks CG on your profile and an ST member reviews it, then you should be fine.

Basically the filter will take it down but nothing will happen until an ST remember reviews it

No, you cannot be IP banned just for being mass-reported. Mass reporting can lead to account bans, but an IP ban usually requires more serious violations like ban evading.

Mass reporting isn't as much of a problem as you think, please read this epic jvvg essay, it explains a lot. In essence, mass report blocks are short (just a couple hours) and if nothing is wrong your project gets put back up with no harm done.

IP bans can likely only be made by human members of the Scratch Team as it would be risky to let an automated moderation system with flaws ban entire IPs from the site.
