How to make better art?
I don't have that much knowledge on Scratch art, but I do have one tip: Use Vector

Use vector art, and practice.
If you want to use bitmap, I'd recommend Pixlr rather than the Scratch Paint Editor, as it offers better tools.

Some people just drag the paintbrush tool around, but I wouldn't recommend that. You should learn how to use the Reshape tool so you can make everything from shapes.

How to make better art?
I personally like using pixel art for games, and I generally use the line tool or reshape tool for art made in Scratch.

1. To make a perfect square or circle, hold shift while creating the shape.
2. If you want smooth art, use vector.
3. If you want to create a perfectly straight line, hold shift while creating the line.

I recommend using or getting an art tablet if you can, or just something besides a mouse to draw with.

How to make better art?
On Scratch art isn't a priority for me therefor I don't know much about “Life hax” to making art on Scratch but I have 3 tips
edit for second dot: Unless it's pixel art… if it's pixel art USE BITMAP
- Don't use the Scratch editor use an external tool if you want very good looking art
- If you have or want to use the Scratch editor USE VECTOR
- If you're using the paint brush tool (if you can) don't use your cursor use your finger instead (there's less of a chance something could mess up that way)

Use a tool like gimp (for bitmap) or Inkscape (for vector) and import it into scratch. The scratch editor is fine, but it lacks some super useful features (like snapping).

It depends. Are you going for sharp art? If so, you can use vector, but it's more difficult than bitmap. Bitmap is easier but is more ideal for pixel art (but you can use it to draw normal art. The drawing in my signature was made with bitmap). Over all, I would recommend bitmap and not vector because it's more efficient and easier to use.
As others have said, external tools might be better. My go-tos for drawing are Kleki (for quick edits but occasional drawing) and ArtFlow (which is paid but has a free version that unlocks everything when you watch an ad, I highly recommend this if you decide to buy drawing software). A drawing tablet is also ideal.
And, of course, practice. Lots and lots of practice.

I'm not an artist myself, but it definitely takes a lot of practice.
If you're into simple art, you can use Pixilart.
If you're into advanced art, you can buy an iPad with an Apple Pencil and use Procreate.
If you can't go to other sites (or can't buy an iPad, i won't blame you), then use the vector editor.

How to make better art?
I would like to point out that while it may be useful to use the vector editor for many things, there are a few cases where the bitmap editor is better, one of them being pixel art (where you can actually have pixels, rather than just perfect squares that are poorly aligned)

Practice. Practice a LOT. You’ll get better and learn from each attempt. And there’s tutorials all around the internet if you ever need help.
