The prototype of Scratch, Scratch 0.1, was created on October 11, 2003 by the MIT Media Lab's Lifelong Kindergarten Group. Scratch was first launched as a downloadable desktop application in May 2007.

How old is Scratch?
That's not entirely clear. Scratch was originally released to the public in early 2007, but it was being developed for years beforehand.
The oldest build we currently have access to is Scratch 11Oct03, created on October 11th, 2003.
It is possible (and quite likely) that there were other builds before this one, but they have not yet been found.
The Scratch name and concept are known to have existed at least as far back as November 2002. However, no builds from that time are known to exist, and given that Scratch was not given funding until early 2003, development may not have started yet.

yeah, 30Jun03 is likely the oldest ever scratch version but 11Oct03 is considered to be the “First version of scratch”. honestly i didn't really know about versions before 14feb2004 until it mention it was the “Third version” of scratch.
