Maybe I've been on a hiatus a bit too long, but I can't see how the phrase “removed by ST” classifies as naming and shaming, nor do I see this implying that the Scratch Team is breaking their own rules.
Could someone elaborate on this?

You're right. Now how is this naming and shaming?Maybe I've been on a hiatus a bit too long, but I can't see how the phrase “removed by ST” classifies as naming and shaming, nor do I see this implying that the Scratch Team is breaking their own rules. It shows that the poster said something bad.

For clarification, I do know the ST censor names when people name someone that could be considered defacing/shaming them, but I don't get the idea that this act is itself also defacing someone.

It seems like it would confuse the user why something isn't showing up, and they might think it's bug and try to add it back. Saying "[Removed by ST]" makes it clear what happened. They’d still get a warning about it so I don’t think that would be an issue

Is this a PSA or a suggestion, if it is a suggestion how would it be enforced to prevent this?

(The following isn't related to the quote above and is simply my personal opinion lol-)
They're not really naming and shaming. If you say something you shouldn't, then it should be removed. I haven't seen anyone make fun of anyone for getting a message removed. If many people did, then they would get their comment removed as well.
You wanna know what else shows a user that someone else said something bad? Something bad. And just removing the word would still clue people in, right? Because it wouldn't make sense

Naming and shaming is where a scratcher names and shames another scratcher - the scratch team are here naming themselves so it isn't naming and shaming
i assume you get an alert though so it is a bit unnecessary. I want to be kept as it's juicy gossip since it's interesting to see who has been naughty

It is useful, though. It shows the user exactly what they did wrong and it keeps the good parts of what they said, just leaving out the not-so-nice parts.
But you can remove the [Removed by ST] message, can't you? So the issue doesn't last very long anyways and a takedown is usually followed by an alert or explanation, so the user can fix what they did wrong.
I don’t see why this is naming and shamingI think it's because it implies that the person did something wrong.
