To avoid potential copyright issues, user names related to specific copyrighted content, like “Parselluchs” from Harry Potter, may be disallowed.

This is not true. Copyright concerns do not extend to usernames.

I find it interesting that you point out those usernames. It seems that while some usernames related to copyrighted content are allowed, to It raises questions about how the guidelines are applied consistently.. What do you think?

Probably a classic Scunthorpe problem, where words such as the word Scunthorpe itself have inappropriate words inside of them, but the word doesn't actually mean anything inappropriate

It's considered bad. It doesn't matter what language/place you come from, it's considered bad somewhere, so it's just not allowed.
