you can make a horror game and even share it which i did
however if anyone reports it then it'll get removed
just make sure it wont go on trendings
there are many studios specifically for that kinda stuff

You can make a horror game as long as is dose not have jumpscares, blood, gore, or intense violence.

This has been an issue a whole load of times in the past. A lot of Scratchers stick to the rule of no jumpscares, blood, gore, or violence. However it's also likely that a horror game not containing any of these will be listed as private or taken down entirely by the ST. So, to be safe, i'd steer clear of horror games on Scratch.
