No, not an actual movie. Copyright would almost certainly become an issue.

Besides, it would be expensive to make an actual movie. Unless you plan on making it all by yourself.

This wouldn't be allowed without consent; if it was not an actual movie and clearly stated that it was unofficial, that would be okay,

Here is part of the Terms of Use that might be useful:
5.4 The Scratch name, Scratch logo, Scratch Day logo, Scratch Cat, and Gobo are Trademarks owned by the Scratch Team. The MIT name and logo are Trademarks owned by the Massachusetts Institute of Technology. Unless you are licensed by Scratch under a specific licensing program or agreement, you may not use these logos to label, promote, or endorse any product or service. You may use the Scratch Logo to refer to the Scratch website and programming language.

I do actually have a few friends who know a thing or two about cameras. I’m estimating that the props for the movie and some extra equipment will set me back about £200. I already have a camera, but I’ll probably need to hire some freelancers on Fiverr for soundtracks and artwork. Plus, I’ll need to bring in a 3D artist/animator, which I’ll budget around £100 for. I also have a friend who might want to act, and I’ll be behind the scenes working on the screenplay and editing. All in all, I’m thinking the total budget will be around £500, covering props, lighting, and those freelance services.

Scratch doesn't really do any demonetization. This is because all assets and music & such is copyright free- so theres no chance Scratch would demonetize a channel for a fan made movie.

I think if you're good enough at code you could make a scratch movie on scratch but making an actual movie might be hard.

Not completely true. Scratch’s copyright says that you can use any of the stuff in any projects as long as you give proper credit. I think you also have to use the same copyright as well.

Depends. If you posted the movie in Scratch, then it would probably be allowed since Scratch allows their trademarks (eg Scratch logo, Scratch Cat) to be used on the Scratch website. But if you wanted to render it at 4k60fps with 5.1 audio on Netflix or YouTube, you'd have to get the Scratch Team's permission to use their trademarks. If you're making it for a platform such as Netflix or YouTube, it's also a good idea to aim for a TV-Y7-FV or TV-PG rating. Since Scratch is designed for ages 8+, parents will probably assume the movie is too.
