They only want to get banned anyways.

Reporting is a good method as you said, and perhaps using Contact Us, even if the ban speedrunner gets bored of making accounts in like 1 day

Yeah, just use the Report button. It still helps prevent inappropriate content from being spread — there's no reason to have such content stay on the website.
Plus, they can never really beat the true ban speedrun world record that someone else got (10 seconds) back when I was a moderator. So it's kind of a stupid idea to even try.

Also it’s a good idea to not respond to the troll and just report without saying anything. Responding to them just encourages them to continue trolling and doesn’t help anything.

Just report. If it's just kinda bad like “your projects are stupid” just report and move on, but if it's actually inappropriate, report, and if it's on your project, delete it so that no one else sees it.
