Yes, but games let you play them over and over. Ban speedruns require the user to get creative after every “playthrough”.
At the end of the day, both are intrinsically about getting to a particular goal as fast as possible. That goal be getting to the end of the game, or getting an account banned, doesn't matter. Plus, from all the ban speedruns I've seen, usually the “creativity” is just a good VPN and a completely random name.

I dont think someone who doesn't know the rules well will post the most inappropriate content imaginable because they dont know the rules

Besides, “shadowbanning” doesn't really exist on Scratch. The closest you could probably get would be to NFE (prevents them from appearing on the front page, search results or Explore page) all of a person's projects and give them an indefinite (or just really, really long) mute (can't comment). And that would be noticeable to the person being “shadowbanned”, and they could still break the CGs via projects. Alternatively they could do something similar to when you create an account and haven't verified your email, but what's to prevent them from just creating yet another account?
I don't think you can comment then, meaning no one can find the projects unless you have someone else spreading links, and you can remove/report projects
