Because scratch is made for kids and falls under the educational catagory meaning technically any project shared is for educational purposes, educating people on a subject isn't a fair use of copyright. Copyright also only applies if one is attempting to make money off of their project that recreates or uses assets from already copyrighted sources.

It was intended to teach computer science, it's not a game engine or anything like that

Scratch was made and stated legally to be made for education, any project on the platform can be labelled as such due to this.

Of course Scratch is better for schools than Roblox.
Roblox is meant to be a game engine with no educational intent, while Scratch is pretty much meant for educational purposes. Also something bad could happen to the school as Roblox has private messaging and 17+ games.

A project will only be copyrighted if the creator attempts to make money off of it if it contains already copyrighted assets. To answer the second question scratch is made to be ideal in schools, roblox is mostly made for fun.

you are right because scratch is so safe but on Roblox has bad games and chat's which can put some children's life in danger right at school so school's block Roblox, and school's don't block scratch (to give more education). also we should get back on topic

Children are still allowed to copyright anything they made (at least it depends on the country)
this extends to Scratch projects

Scratch projects are already copyrighted, under a “some rights reserved” license that requires you to allow remixing

Its fine except for the
17+ games part as you need your
ID verified to play 17+ games I think

Oh. So is that why Roblox bans fan games but Scratch doesn't? Because Scratch is technically meant for educational purposes
+ “no educational intent” is false, you can learn a lot about Lua

Yes, in most cases fan games are copyrighted. However, in some cases they might be considered “affectionate parodies” which are parodies which fall under Fair Use.
(good luck trying to explain that to Nintendo though)

Probably off-topic, but Nintendo has seemingly been okay with Scratch projects. I don't recall any Mario projects getting DMCA'd before. Either Nintendo is not aware of Scratch, or they understand Scratch's educational mission.
