Sound effects copyright?
am i allowed to use scratch sound effects in my videos? (the specific one I have in mind is dance around)

As long as you credit Scratch for it, yes.
The sounds in the sound library have been licensed by the ST under CC-BY-SA 2.0, which basically forces you to give credit and allows remixing. Projects and costumes (other than Scratch Cat, Gobo, Nano, Pico, Giga and Tera, collectively known as “Gobo's friends”, which are all registered trademarks of the Scratch Foundation) are also licensed under this.

And as long as said videos are also CC BY-SA 2.0 or a ‘compatible licence’, such as a newer version of CC BY-SA like as CC BY-SA 4.0. As long as you credit Scratch for it, yes.[1][2]
