What actually is the bumping rule?
The Scratch Wiki disagrees with itself on this.
So which is it?
Bump Wiki article wrote:
Bumping should generally be limited to once every 24 hours, and once the topic is no longer on the first page of the forum
Scratch Etiquette Wiki article wrote:(bold added for emphasis)
It's best to bump after at least 24 hours have passed from the last post or it's no longer on the first page.
So which is it?

It's pretty random. Some say it's “and” while others just go for “or.”
But Givin how most recommended “and,” You might as well go for the first part.

Historically, it was “or.” But several years ago I made a suggestion stating that “or” should instead be “and.” This is still something I believe, and it turns out many other Scratchers agree with me on this.
Either way, there's not really a set-in-stone rule from a moderator perspective. As long as you're not bumping a topic an insane number of times (such as once every 1 hour), you won't get any alerts — just a couple of unnecessarily angry forumers.

I figured it was probably and, plus that way makes more sense.
Thanks!

Correct! Unless you're being egregious with the bumping, you likely won't ever see anything from us about it. That is NOT permission to go crazy with the bumping of posts!
